Issue Resolution: MIDI Ports still showing active even after device has been disconnected

Some developers may have noticed MIDI ports from an external device are still showing up as being connected and active, even if the device has been physically unplugged from the computer.  The iussue is that the computer is not re-enumerating itself to refresh the status of the connected MIDI ports, and their eventual availability to the host DAW application.
